Mr Chen Wen

Chen Wen is the Senior Partner of Touchstone Capital Partners  and Founding Partner of Zhonglun W&D Law Firm, with over 25 years of experience in corporate, financial, and cross-border legal practice. Holding a Doctor of Law from Peking University and having served as a visiting scholar at the University of St. Gallen, he is a leading authority in China’s legal landscape. Mr. Chen has advised on more than 100 major cases involving structured finance, real estate, infrastructure, and international joint ventures, representing institutions such as China Development Bank, ICBC, and China Huarong. At Touchstone, he plays a key leadership role in shaping the legal structure of global investments, overseeing compliance, and guiding complex sovereign and public-private partnership (PPP) frameworks across multiple jurisdictions.

Mr Chen Wen Story

Mr. Chen Wen’s journey reflects the evolution of China’s legal and financial landscape over the past three decades. As one of the country’s most respected legal minds, he has not only built a distinguished personal career, but also helped shape the institutional frameworks that support China’s rise in global finance and investment.

 

Born with a strong sense of public responsibility and intellectual curiosity, Mr. Chen pursued his legal education at Peking University, where he earned his Doctor of Law, specializing in Company Law. His academic pursuits later took him to Europe as a Visiting Scholar at the University of St. Gallen in Switzerland, where he deepened his understanding of international legal systems and financial governance. This early exposure to both Chinese and Western legal traditions laid the foundation for his lifelong work at the intersection of law, commerce, and public policy.

 

In the late 1990s, at a time when China was rapidly modernizing its legal and financial systems, Mr. Chen co-founded Zhonglun W&D Law Firm, which has since grown into one of China’s leading law firms. As Founding Partner, he led the firm’s expansion in areas such as banking regulation, capital markets, real estate, and cross-border M&A, helping numerous Chinese and international clients navigate complex legal environments.

 

Over the years, Mr. Chen became a trusted advisor to some of China’s largest state-owned banks and financial institutions, including China Development Bank, ICBC, China Construction Bank, and China Huarong. He has advised on over 100 major cases—ranging from structured finance and trust deals to infrastructure development and sovereign-backed transactions. His work has not only protected capital but also enabled the flow of billions in strategic investments, both within China and across borders.

 

Today, as a Senior Partner at Touchstone Capital Partners , Mr. Chen plays a central role in designing the legal structures and compliance systems that support Touchstone’s global investment operations. He Acted as  the Legal Risk & Compliance Committee, where he oversees legal due diligence, regulatory strategy, and contractual frameworks for projects in energy, infrastructure, and financial services. His cross-cultural legal fluency and strategic thinking have made him a key figure in Touchstone’s sovereign and institutional partnerships from Asia to Europe and Africa.

 

Despite his many accolades, Mr. Chen remains grounded in principle and purpose. Whether guiding a multilateral fund through regulatory clearance or structuring a complex joint venture between East and West, his goal remains clear: to build legally sound, ethically anchored, and economically sustainable outcomes for all stakeholders.
